She is not a Westerner. She is meeting the PM of India as an Indian national abroad and its good if certain formal dress code was maintained. 5 year olds wear such clothes in India. She should have covered up and worn Indian formal wear like a sari or shalwar kameez. If she wanted to wear Western clothes she should worn trousers or a skirt which reached till her knees.
