People are getting confused with Padma's significance!

Its awarded to those celebs that have made a significant contribution to our country in one way or other. So actors like Aish, Kajol, Mads getting the award is not a surprise because they have made a significant contribution to Bollywood industry.

Bollywood is associated with Aish widely in West clearly indicating that her role is huge in making BW globally famous.

Similarly Vidya got it last year despite debuting after Kareena or PC because she has had significant role in changing demographics for a female actor in BW with her strong roles and hit films

So its time till PC or Kareena will achieve the award. And don't get surprised if Kat wins before them since its not about acting...

There are many actors who are deserving enough in queue before them.
