Well it's NOT only about who had the biggest hits. It's also about who's high on demand, getting paid more, role in the movie. If you see 1995, Kajol was the least paid actress -20 Lacks ONLY whereas Madhuri was still ruling and was the highest paid and the most popular/talked -50 Lacks.
So that's why Madhuri was number 1, but not Kajol.

We are not talking here about money. I mean yes madz was the most paid actress but kajol got more commercial success in 1995 along with critical acclaimed for her performances.

DDLJ is a historic hit. And it was all about SRK kajol so she got both box office success and praises for that movie and then there was Karan Arjun which was a blockbuster though kajol didn't had much role in that movie but still that movie give her more commercial success so 1995 was clearly kajol year and she was number 1.

Madz had raja but raja is no where close to DDLJ which was a historic hit.

I agree Raja is nowhere close to DDLJ or even Karan Arjun. But BOI listed the Top Actress NOT only on the basis of numbers ..but also popularity, demand...so that's why put Madhuri @ number 1..as Kajol's reign just started with DDLJ ..

Same way Madhuri should've been number 1 from 1989 with big hits like Tridev/Ram Lakhan/Kanoon Apna Apna ..but Sri was at the Top with Chalbaaz/Chandni ..and then in 1990 Madhuri had 3 BIG HITS while Sridevi had not even a single ..but still Sri was number 1 due to popularity.

SO it's NOT only on the basis of BO numbers, but LOT'S MORE ..😃

Career wise...sri devi man

Looking at totality till today..there has been no one like her

Hema n kat ruled but average to poor acting skills

Madz ruled but limited versatility

Sri is the one with everything..superstardom, brilliant acting skills..a comeback everyone wishes to have and CONSISTENT

@Black Thanks Koiza!! That's what i'm trying to say! OVERALL it's Sridevi who ruled/dominated both Bollywood and South industry the longest (even more than the male co-stars at her peak). AND that's why she is called the FIRST FEMALE SUPERSTAR, but not Hema.

@Red I TOTALLY agree with you on the Hema thing... I find NOTHING iconic/nor extra ordinary about her acting .. she's an average at best actress ..infact REKHA is a MUCH MUCH MUCH better actress than Hema ..Hema's nowhere close to Sridevi-Madhuri-Rekha or even Karishma in acting ..

Oh yes... Forgot to add her! We still have strong actress and with Alia and Pari (in which I see lot of potential) we will have more good actresses

Where is the doubt ? Sri Devi ALL the way.. It was 20 years long she dominated the industry BW and South !! She's called the FIRST SUPERSTAR FEMALE of BW ! That also during Amitabh's era !!
