Honestly I think he wanted Arshi to be captain - he even said the task between Hina and her would be TV gold. I don't think he expected Puneesh to team up with Luv because in the past BAAP members have worked with Vikas in tasks e.g cushion factory, egg captaincy task etc

He should have stamped Bandagi

That would have forced Puneesh to go for Luv's candidates...and set a fight between the two.
