Cant understand big boss rules

BIG boss says all are breaking rules but it was the same big boss who gave bad words in season 6 and reminded the contestants that they are giving badwords and using abusive language ... y is he not saying to armaan?
i remember him saying W*F ... and all that and niketan and urvashi was laughing...
