Most refused to work in her captaincy and she could not even convince them to work, just left them to rest without giving any punishment. It was her best buddy Upen who was refusing the most.

Ofcourse because upen is her best friend now. She can't upset him now, can she?
And ali has not refused work under anyone's captaincy, he might have irritated her but refusing to work is a total different thing.
Maybe her definition of 'troubling' is different.
