I think during OTT, he was active/annoying during first week, and then he got busy with Neha once he realized that he is safe to pick up briefcase in finale. He is playing all his cards in first week itself to reserve his place in finale to pick up another briefcase, once he is done with all his nonsense, he'll eventually get busy with with Apsana (as Neha's replacement).

Hes garnering attention, mission accomplished.
