Exactly if it was only about humans it wouldn't have got the name Naagin. The story revolves about creatures from the reptile and animal kingdom. Humans are just add ons there,

The icchadari naagins are centre of attraction here.

It is the Naagin and dramatic effect of intereaction between a mortal and non mortal which made it famous in the first place.

Story can be anything, if central theme is missing ie snakes, it will cease to exist.
