I think the people of the haveli especially Dadisa considered the locket as a remembrance of her husband and as she respected him considered it most pious. Dadisa said to Jagat that he will get it only when he fulfills all the responsibility i.e a good son, a good husband, a good brother , a good human being for whom family and its well being matters the most.
But ultimately all this was fulfilled by Anandi and so when Dadisa gave the locket to her it symbolises that she is true daughter of the house and that the blessings are always with her. Now even for dadisa Anandi has surpassed everybody and has hold the utmost place in her heart.
My mothers mother in law gave my mother a locket when she was dying saying that she is the rightful heir of it and not her daughters, Although the locket is passed from mother to daughter. . Why? Because she fulfilled all the duties without any expectation and with heart which the daughters fail to do so.

Mostly, the heavy jewellery and the heirlooms stay with the guy's family. Daughters of the house always get new zewar, never old hand me down pieces which have a historical value - unless they r gifts given on very special occassions by some loving aunt or nani etc.

Most family jewellery of significance is always given to the eldest bahu. Had Anandi had a son in normal circumstances, DS wud have taken J's locket and given it to his kid in Anandi's safe-keeping.
And here - Nandu stands to gain a lot from his own Dadaji, so DS can still focus on Bhairon's line,
