I think the people of the haveli especially Dadisa considered the locket as a remembrance of her husband and as she respected him considered it most pious. Dadisa said to Jagat that he will get it only when he fulfills all the responsibility i.e a good son, a good husband, a good brother , a good human being for whom family and its well being matters the most.But ultimately all this was fulfilled by Anandi and so when Dadisa gave the locket to her it symbolises that she is true daughter of the house and that the blessings are always with her.
