one way i knw is adding drop shadow . i use psp9 so i dont knw where it is in psp7 but u can see it .. in psp9 it is in effects > 3D effects > drop shadow.

there u can chose the colour u want behind and put the settings as u want .. u ll hace to play with the settings to get u desired shadow. it will shw u the preview.

go to preset shapes , select line style as dashed border and select rectangle as shapes and draw on ur border. keep the foreground colour on only , bkgrnd off. u can select width of ur choice ..how thick u want...
