The brush is obviously a PNG vector image. You can find those in google image search or Shutterstock. The Drop shadow's distance is big, you have to play around a bit. Then it's stroke, color light greyish. The paint stroke is also a PNG image, member used the same drop shadow technique. Update text has two different color and position so you have to make two frame, in first frame different color and position of update, plus the stroke in brush. The second frame change position and color of update, lower opacity of stroke. Works by cornu is text over the brush then clipping mask, that's how no part of text is spilling out.
