Its not an effect here. That first part of the stack is actually a picture wherein flashback of a character are shown. That's just how it is in the movie.

If you want a similar kind of effect, you can try using smoke textures.

Not sure if that's exactly how Saher's done that but from what I understand, this is it. There are two main pictures and two background pictures/texture. The right picture is cut according to the desired dimensions and placed over the background texture. The left picture is first cropped out such that only the subject is taken (background eliminated) and placed over the first picture+background. Cropping can be done using pen, lasso, eraser, etc tools. It is then colored and given any other finishing touches.
