Can someone describe it step by step? vid-tutorial would be fine too 😃

This effect is achieve by taking your picture and duplicating it so you have two of them
Then you click on the top one and right click to get blending options
There in the advance section in the middle click on the little R box and then press ok
Then as you move that top layer to the right you'll notice that it starts having that 3D effect
You can either do this to the final picture after editing etc or you can edit with textures after you achieved the 3D look. I would go with the first option personally.
To blur something you can use the blur tool or you can use the filter blur to affect a lerger portion of the image. I hope this helps but if you need more detail then I'll be happy to help out.

To marge gifs together
First of all all the gifs should have the same number of layers/frames
Then open a new document
Select the background
Now one by one select take each gif in the new document (hope you know how to do that, if not then click in the little arrow on right side of the timeline bar, click on select all frames and then on copy frames, once done go in to the new documentn and again clicking n the little arrow select paste. Do the same action for the other gifs, but before pasting you have to make sure that all the frames are selected and you have to paste with option paste over selection"

Once u have all the gifs in the same document i suggest you to group thr layers of each gif in this way it will be easy for you to work with them.
Now put a layer mask on top of one of the group and start the blanding process.

I'm from phone cant explain everything propperly will come from lappy with a tut

i gues first u have taken preetika gif
the harshad gif is cut into circle shape and adding the stroke is added to the gif
and then overlapped the harshad gifs on preetika one
aqnd then u sed bokeh texture above it
