I think its a PSD!
althouth sure looks like an orange-ish/brown-ish gradient has been used on it as well :)
seperately, on each icon! then stacked !

i know a PSD has been used...but i think a topaz clean effect also has been used here...i just wanted that settings of such clean clear gel effect

They are not like the one in the pic but they are elaborated ones.

And about the border i'll tell you another day i need to find the tutorial otherwise you can search it by searching lipshaa's posts i think she posted a tut on this type of borders.
