I think it's a texture. But u can do it easily too. Add solid colour (white is used here) then select eraser tool and select a nice brush which u like then start erasing on that white layer. Then u will get something like this. =)

u need to clean up ur hard disk...i think ur device's hard disk(default = C drive) memory is almost full...however if u dont want to delete ur important files from C drive u can do a disk clean up ...where u can clean up temporary files and u will get some free space.

Path >>

Start > search "disk cleanup" >> open>>a window will be shown>> chose Temporary internet files & Temporary files from "Files to delete" [make sure the download programs files button is not checked or ur downloaded files in download section will be deleted and so Thumbnails option uncheck it] >> click on ok and wait
