Lines wala is nabila's texture i have used here... :)

and to soften the pic you need to duplicate the layer and then apply g.blur (2.0) then reduce the opacity to 30% you will get such effect :)

border you will get in layer options apply stroke

Lines effect is given by a texture. You can search for it in google - 'line textures'

& the glow is given with the right amount of gaussian blur.

Pastel shades are used. You can search for pastel PSDs.
