Go to edit>preferences>plug-ins. A window will pop up and on the very top it will say additional plug in folder. Make sure the check mark is there and press the button that says choose. Go and browse to where you saved the topaz file. It's usually in program files>>topaz labs and select that folder. Hope it helps.

I use actions to sharpen my gifs but the problem is that I don't know
how to use actions in such a way that its seen on the all the layers
