i think the maker has used some PSDs...i dont know which one exactly...but u can find some PSDs on tumblr or deviantart...and them on ur pic

and if u dont want to use PSD and want to do ur own coloring then go to layer > Layer Adjustments ...and then set level curves selected colors gradient map...or fill layers with solid colors etcs!
