Please try to do your own search on google before asking questions. It really takes up space when people just ask the same questions without searching. Also please always list which version of psp you are using.
You can use the freehand draw tool, pen tool, or even the shapes tool to make dotted lines in psp... just look in the top toolbar after picking which ever tool and change the line style from solid to dotted.
