Yes Riya was in love with Arjun and her last words indicated that she now understands what it feels like to have one's love left incomplete. (Like Arjun was left incomplete when Roshini died).

I think Arjun answering back saying "Pyaar ka dard sirf Wohi samajtha hain, jiska Pyaar adoora rehegaya ho"!
Indicated that he also KNEW how she felt. I thought it was an acknowledgment!

All I know is, I cried SO much when I watched that scene and a few months later I watched it again and cried the same way again. I also bawled my eyes out when Riya got the bravery medal! It was SO emotional!
