I can see why your brother is acting like that... I mean if your relationship with one of his friends doesn't work out then even he'll lose his friend too... I mean then this looking away and ignoring thing starts... maybe that's why he's acting that way - as you said your brother is actually not a bad person.

So I would say that you keep casual relationships with your brother's friends until you really like someone and think that this relationship can work. Then you can tell your brother that you actually like that friend of his and and I am sure if you explain correctly he won't mind. Just make sure before hand that the guy is also interested, otherwise there's no point.
