That funny foreigner

Where is this Yotham from? Looks like a white person, speaks in some East European accent, but also speaks a lot of Hindi. His nation of origin was hard to catch, although he mentioned Egypt to Chang. I wonder if he was introduced only for comic relief in this otherwise serious show.
