Manjari was actually abused by Harsh. That was a real abuse situation as opposed to white day and all the false narratives about Abhira. It is possible that Harsh and Manjari were at some point in love, but we know he married her for her money inorder to build Birla hospital. Then he abused her for years and years. People under such situations actually aren't able to speak up or remove themselves from the situation. We see her being scared of Harsh and that being the reason she kept Neil's truth to herself. She was scared what Harsh's reaction would be. That doesn't mean she was right in doing what she did. And she accepted her mistake as well, infact we see her standing up for Neil's rights after that so he can get his place in Birla house as equal to Abhi.
The point is, that ultimately Harsh is responsible for how he treated Neil, not Manjari. Manjari tried to shield him and give him love as a mother, but she wasn't a great mother because she denied him his identity. Just like Ak isn't, because she has denied Abhir his true identity.
