2G mobiles had been launched by 1991 and even in India 1G mobile was operational with few rich ones having it.

But even then they were in the way to Faribad yaani ki they would have been in the outskirts of Delhi at that time the mobile/pager connectivity was too low, and it would have definitely not caught any signal outside the city to mobile ya pager ho bhi to wo bhi useless hi tha
