Ursh, I think both at the same time. While I think Ishita has been shown to be more open to fallling in love for a while now, she still always remained/remains guarded, which is good.But both have their guards coming down at the same time, so I'm going to bet both fall first (if they haven't already, which I do believe they have, they just haven't realized it.).
