Could Shagun be covering up for Mihir or someone? The reason I'm saying this is because she doesn't work in Raman's office so the pieces don't seem to fit?

I don't think so..and Param and Ashok were helping her to cover up the accident so one of them would have taken the car to garage and it could be easily Param who has access to Raman's number..

Yes. Neither I am convinced with what was shown. Shagun did the accident doesn't match with the puzzle.
1. It was clearly a man's face in the rear view mirror.
2. Office phone scene (like you said)

Lets see now how this shapes up.

Shagun is too predictable too. What was the need for all this build up if they were going to go back and use the predictable ones (Parmeet, Ashok, Shagun)... I think all three of them or at least Ashok and Shagun are covering up for Mihir. Making someone who's whiter than white like Mihir the cuplrit is Ekta's style, not making someone who is already grey shaded the one.
