It's not permit I guess and those document can be stole by ashok and shagun when they came to attend naamkaran. They didn't do any drama at that time the way they talking and they left ceremony after baby pee on shagun saree at that time they stole that document. Shagun was raman wife so she had an idea when and where these document keep.

See it's a male not a female very clearly by the glimpse they showed while the accident happened and also by the phoen call and sim breaking thing.

Ashok is thee one who always says Shagun to not practise nonsense stuff to bring Raman down as he can come out of those easily so he won't frame Raman for Amma's accident he is not that dumb. If he had to he would have been trying to kill Ruhi or hurt Ishi or someone from Raman's family to break him not Amma and moreover he knows Raman will not sit quietly he will bring out the real culprit and send him behind bars.

and he isn't so nonsense to take sim in Raman's name, he will make Raman look like a criminal in some milaawati thing in business not in accidents and all. He can't keep his name fame at stake especially after the land fiasco
