HE does not have any proof against Param right now, because he has this facade of innocence going on. So on what basis will he support Ishita and go against his sister? If he does support Ishita, then Simmi and Parmeet would leave the house livid, and everyone would turn against IshRa. There is no way of proving to the family that Ishita is not wrong then, because the culprit has fled.
There is also the aspect of denial, he would not want his sister to go through what he did. So everything considered, it wouldn't be wise for Raman to pick sides without solid proof against Parmeet, which neither he nor Ishita have. To simply say, I support Ishita only because I know she is a good woman is stupid. I am sure Shagun appeared to be a great woman at first too, look what she did. The Bhallas would never go against their lovely damaad unless there was nothing else to believe. Raman is a smart man, he would know that if Ishita was inviting Parmeet, then why do all this police drama. I am sure, Raman would look at all sides of the story, do some investigation and then support Ishita.
Right now he is at a delicate crossroads, he needs to assess everything first, so I don't think the track is completely wrong. In the end the truth is to come out, but practically. Let's give Raman the benefit of the doubt, and hope he secretly lets Ishita know that he is on her side...
