The scene where the Adoption center rejects her request for adoption and Raman comes down because he is tensed or depressed because Ruhi was then with Shagun. It was just after Ruhi went to Ashok's house.

Ishita is crying after Raman says 'You don't deserve a child.'

Ishita is crying and saying 'Why am I crying? I don't want to cry in front of you.'

This is when because of the police case, Ishita's adoption appeal/request was rejected, and she was crying and Raman saw this and came to her.
