Why the hell are the voting lines closed?

Guys...there is a PDF file[bottom of website]...which have "TERMS & CONDITIONS" regarding voting system...BEFORE CAST YOUR VOTE...MUST READ IT.

& we can cast only 5 vote per email ID...we can cast vote.. till 9 April...countries also mentioned there.
