Who else was No 1 during their time then?  Kat-PC-Kareena..these three ruled that era..Katrina coming in a bit later than the other two. I feel Bebo has aged the best amongst the three and is doing fabulous work as well 

What is this number one ? Why is it necessary? Who decide it? Does this applies to men too ?

You could say they were number 1 or 2 or not, but looking back, being number 1 or 2 doesn't really matter. It's all about their legacy – what they've achieved, the barriers they've broken, and how they're still paving the way for those who come after them. That's what makes them the icons they are. 

Kareena flopped during Ash Rani era then came Deepika Aloo .. she was always there yet never the bonafide number 1

Priyanka could never be #1 because she was blacklisted by all the major actors like SRK, Salman, Akshay, etc. Her films with Salman were all during the 2000s when his success was down and her films with SRK were never as big as his romantic movies. Don 2 was the closest for her to becoming #1 since that was the biggest movie of the year internationally.

Kareena has learned the art of sticking to the Khans so she can brag that she only works with Khans, even if her role is minimal or nonexistent. In Bajrangi Bhaijaan, she's attached her name to one of the highest grossing BW movies of all time, but her screentime is null and zero. She's barely in the first half with only a chicken song to her name and maybe 15 seconds in the second half. Even in films like 3 Idiots, where she does have sizable screentime, she's still playing second fiddle to the titular characters, the three main leads. She's the fourth most important character whereas most leading ladies are usually the second or tied with the hero as most important.

Katrina, Anushka, and Deepika have a much better track record with substantial/leading roles in the highest grossing movie of the year.

Rab Ne Bana Di Jodi (highest grossing overseas in 2008)

Jab Tak Hai Jaan (highest grossing overseas in 2012)

Anushka also had Sultan in 2016, which in any other year would have been the highest grossing movie overall but nothing stands up to Dangal which is still the highest grossing Indian movie ever. So Sultan is #2.

She had a role in Sanju, which was the highest grossing in India in 2018 but her role was small so I would not count that as one of her successes.

Also contrast Kareena to Karishma and Karishma had a better track record as #1 heroine.

Raja Hindustani was the highest grossing movie in India of 1996.

Dil To Pagal Hai was the highest grossing movie overseas of 1997.

Hum Saath-Saath Hain was the highest grossing movie in India of 1999.

Biwi #1 was the second highest grossing movie in India of 1999, rather after her HSSH.

So 1999 especially was a banner year for Karishma as the two highest grossing movies in India were both dominated by her (and Salman).

In each of these films, even with an ensemble cast in HSSH, or as a supporting character in DTPH, she's got a substantial and memorable role and used in all the marketing and promotion. In DTPH she took a supporting role and made it more memorable than the female lead with audiences and awards both.

You keep including her name even though all the empirical data I've posted proves that is not true. Not in India and not in overseas. She's never been in the #1 highest grossing movie of the year as a leading lady. You literally cannot be the #1 heroine of your industry if you haven't achieved this even once. Anushka has even done this various times so her name makes more sense. The 2010s had Katrina, Anushka, and Deepika all as #1. Even actresses from yesteryears like Kajol and Aish have managed to get #1 films of the year on top of their already stacked credentials from the 90s/2000s.

Not true. Karishma was never #1 because of David Dhawan's movies. Her #1 movies were Raja Hindustani, Dil To Pagal Hai, and Hum Saath-Saath Hain. He did not direct those.

Kareena was no.1 from 2007 to 2010 then katrina took over till 2014 then deepika till 2018 and since then it is alia

PC was a close second in late 2000s to early 2010s

Box office stats do not support that minus 3 Idiots with Kareena which was the highest grossing movie overall of 2009. 

2007 was ruled by Deepika with Om Shanti Om, both in India and overseas.

2008 was ruled by Anushka Sharma overseas with Rab Ne Bana Di Jodi and Asin for Ghajini in India.

2009 was 3 Idiots so this was Kareena's year. But even then, keep in mind that the marketing and promotion for this film mainly focused on the three main male leads. Kareena's role is the fourth most important role. Most leading ladies are the second most important character or tied with the hero as the most important. Kareena starts her trend of latching onto the Khans with lesser roles just so she can claim box office success.

2010 was ruled by Kajol overseas with My Name is Khan and Sonakshi Sinha for Dabaang in India.

And see my prior post about Alia. The only film of hers that was ever #1 at the box office for India was RRR and she's a cameo in that with only four scenes and was derided online for having such a small role yet making such a big deal out of her "involvement." Aishwarya, who Ponniyin Selvan hinges around, starred in a film that grossed more overseas that same year. Not only that, but the marketing for the Hindi dub of PS revolves entirely around Aishwarya so you can see whose name is being sold here. She has second billing in the movie and in the non-Hindi promotion, is still always pictured with the rest of the cast front and center. RRR has 1-2 posters that feature Alia.
