Sorry to say, but Kajol was NOT at number 2 in 90's decade.
it was JUHI CHAWLA undisputedly. I read countless magazines from 90's and countless times found the stardom ladder for 90s actresses in this order:

1. Madhuri
2. Juhi Chawla
3. Kajol
4. Karishma
5. Raveena/Manisha
6. Urmila/tabu
7. Pooja Bhatt
8. Shilpa Shetty
9. Sonali Bendre

------------------

(aishwarya came in late 90's, became no 1 in 1999-2000 but cannot be considered as pure 90's actress unlike the above. she became really popular mainly from 2000's onwards).

Sri and Madz were the superstars.

Juhi had some pull and later Karishma too. Urmila had the sex appeal working for her, so she was quite popular especially after Rangeela. But none of them were huge draws at the box-office. Actresses as box-office draw ended with Madhuri. She is the last female superstar.

Rest could classify as celebrities or stars, but definitely not as superstars. Stardom is another thing.

Madhuri was the undisputedly LAST FEMALE SUPERSTAR (so far).

Raveena was probably the most popular out of the rest.

Most overrated- Kajol

Other than a few SRK films she has little else(Gupt, PKTDK, PTHHT?? And that's it pretty much) and really is more revered among NRI's than a pan india appeal like a Raveena or a Karishma. Wasn't pretty or Hot, couldn't even dance. These are probably the two most vital things related to the popularity of an actress, especially in the 90s.

But Sridevi was mostly 80's top actress, she left the industry in the late 90's, her only hits in the 90's were Judaai, Laadla(because of Divya Bharti's death, she got to work on this movie) and Lamhe, rest were flop, her movies with SRK and Salman were flop too. So that's why I didn't list her in here but I am sure everybody would've put her at the top if I listed her name in here since she is one the biggest female superstar in Indian cinema.

Juhi and Madhuri were rockstars!! Then came Kajol! I didn't like Sridevi she was very over rated. Now only her acting has become better.

just one lil correction, although Lamhe was critically acclaimed, my personal favorite too, but it was a disaster at boxoffice.
