Very good Q. This concept of past birth karma's punishment or repayment is a very convinient term used to explain many things, which can not be explained or is beyond our understanding. Fortunately most of us can't see the future, if they do, they may start worrying about that, instead of living well in present.
Destiny is of 3 types 1) 100% unchangable, that generally forms 40% of our destiny, which is actually the result of our previous birth's karmas, good, bad excellent or worst. 2) 60-40 , ie 60% unchangable, same as 1st, but remaining 40% can be changed. These are the cases where an event will happen, but we can change the result with our hard work or efforts. If one doesn't put any effort to improve here, then it gives same result as 1st. eg in Tulabharam incident SB did put an effort to get Krishna back, had she not put the effort of asking an alternative way to Naradji, she would have lost Krishna forever. But she did apply her brain, put the effort, got help from "Rukmini"( I cant say JV). So in this Leela Krishna gave her options. 2nd type of destiny is same as this. This is our remaining 30% destiny.
3) For balance 30%, God gives us freedom to do whatever we want. Here we perform karmas which will give result in this birth & can be carried foreword to the next birth too. This part of the destiny, we creat with our own free will, or are forced to do something unwillingly, our thought pattern plays a mojore role in whatever we do. Here our 'Sanskar", efforts & the circumstances makes or ruins our destiny.
God is above all the planets. He can change the destiny as per what SB says. But he should also give the comelete package. Inspiring that lady to give kheer to Sudama is not sufficient, he should reach home with the kheer, his children should eat it that's the final thing. Krishna only initiated the process but for compeletion his destiny has to be altered. Since God is above destiny, if Sudama is constantly taking Krishna's name that also means he is The Sakshi of whatever is happening in Sudama's life. This is actually Krishna's test, how long he can see his friend suffering.
In Durgasaptashati's 1st part, Vishnuji was fighting with the demons Madhu & Kaithabh. After many years of fight he was not able to kill them, He called Yogamaya,who changed those demons thoughts, they told Vishnuji to ask for a boon from them. Vishnuji asked that they should be killed by him ,they said tathastu & Vishnuji killed them. Here God changed their thinking to get the desired result. So some changed thoughts or events can make Sudama come & meet Krishna.
It is written in Sudama's destiny to meet Krishna. His children's hunger is only a catalyst, which will trigger the main event.
