Are you asking how to add other members' fan fictions to your Library, or how to create your own fan fictions?
You have been a member for many years and reached a high rank on the ladder, so maybe you already know whatever I could explain, but I will write it just in case someone else finds it useful.
From the top-right menu with your display picture, you can go to My FanFictions, which has four tabs: My FFs, My Library, Followers, and Following.
When you or I go to your profile, we can use the sidebar to click Fan Fiction and view the first three tabs. The Following tab was created just two weeks ago, and even on your own profile, it doesn't appear in the sidebar. Other members can't see this tab on your profile.
Explanation of each tab:
4. Following - If a member's name appears here, you will get a notification every time the member publishes a new book (or chapter?) in the Fan Fiction section.
3. Followers - If a member's name appears here, that member will get a notification every time you publish a new book (or chapter?) in the Fan Fiction section.
2. My Library - If a book appears here, you will get a notification every time a chapter is retweeted for that book.
1. My FFs - Your own books in the Fan Fiction section appear here. Use the drop-down menu to view the books that you have in different stages of writing: Pending (not yet visible to others); Ongoing (visible); Completed (visible); Abandoned (visible); Deleted (no longer visible to others).
On the My FFs tab is a green "Add FanFiction" button, which also appears on every page of the site's Fan Fiction section, just above the list of books. Click this button to get started creating a fan fiction book.
Any questions about filling in the title page fields and getting a book cover? I will be happy to answer, but before you worry about those details, you can always Add (create) the new book with Pending status, and then create chapters in two ways: Migrate or Add.
If you have already written the story in a forum topic started by you, it should be easy to Migrate individual posts by you from that topic into chapters of your newly created book. Otherwise, you can always Add a chapter and either copy and paste your writing or directly write the chapter.
Any chapter can be saved as a Draft (not visible to others) until you are ready to make it Active (visible to others) from the drop-down menu next to the Retweet button.
Now, I'll explain how to add a book to your Library. I visited your profile, and I saw that you already have two books in your Library. Maybe you reacted or replied in the forum topics that got Migrated into these books, and so the site automatically added the books to your Library and maybe added the authors to your Following tab.
If you click on one of these books, "Tanveer gives Birth," you will get to its title page, where you'll see a pink "Follow" or "Following" button and a green "Add to My Library" or "Update Library" button. The pink button allows you to control whether the author appears on your Following tab. The green button allows you to control whether the book appears on your My Library tab.
Also on the title page is a star with a number on its right side. This is a button that shows you which members have this book in their Library.
When you have a fan fiction book published, other members can use the pink button to get notifications of your new books. That means, they will join your Followers tab and add you to their Following tab. They can also use the green button to add your book to their Library, and when you click the star-number on your own book's title page, you will see their names.

The process of migrating a topic into a fan fiction section book is well-organized to help you locate fan fictions that you wrote on India Forums long ago. First, use the green Add FanFiction button that I mentioned above. When you have created a book, proceed to Migrate.
You will see a drop-down menu of all the forums, and when you select a forum in which you might have written a fan fiction, you'll see a drop-down menu of all topics created by you. Select any topic to Migrate, and you'll see all of your posts in that topic, so that you can select the individual fan fiction chapters and migrate them all at once. Don't select any replies-to-comments or other posts that shouldn't become chapters.
In case you wrote fan fictions in someone else's topic, or you have backups of your writing somewhere other than India Forums, you'll have to locate them on your own, and copy-and-paste using the Add Chapter function rather than Migrate.
