So many extravagant statements have been made in this thread like "Rights violated"...
The error message you received in Google Chrome is indicative of a data transfer issue.
If you tried in Firefox you probably got an error message along the lines of
"The connection to the server was reset while the page was loading.
The site could be temporarily unavailable or too busy. Try again in a few moments. If you are unable to load any pages, check your computer's network connection. If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the Web."
There are many reasons for which this error could be occurring, and any assumption that you are making about your account being blocked is most likely wrong.
As for the main issue, my opinion is that it is simply common sense. Whichever forum you go to, impersonation of staff members or just some other member (knowingly or unknowingly) is most likely going to be not allowed. Along with that, if you make it appear that you are a staff member (without explicitly saying it yourself), such as through a username, it will still be prohibited. And this is all common sense (or at least it should be). Every rule doesn't have to be written in fine print.

and its that scary... ??? members uses Private messages to share chat and without their knowledge all messages are being read...
While generally they (Facebook staff) will not go out looking for people who are posing as other people (perhaps certain influential persons), it is still against their official policy to do so. They even have a page for reporting imposters:
http://www.facebook.com/help/contact/169486816475808Another issue with the username is that it leaves a negative connotation in the minds of members leading them to (perhaps wrongly) believe that some of the staff here are biased. I believe that it is clearly stated in the Rules/Guidelines that members should take up any individual issues they have with staff members privately.
I do agree with you on one thing though. India-Forums is an autocracy where the Administrators and Moderators make the decisions. And there is absolutely nothing wrong with that. If this was structured in a more democratical manner than everything would run in a haphazard manner.
However this rule should be included in the official Rules/Guidelines to avoid any further misunderstandings. Along with that the member who broke this rule and had his name reverted to the previous one should receive some formal warning via a message so they are notified of what happened.
