And Veer was in a comfort zone with Pari and Ruhaan, so he thought that they wouldn't mind sharing the load. We often 'impose' such decisions on our very close friends and relatives; that's one point of being close to someone that you don't have to be formal with them. It was not like he imposed despite protest. That's not imposing actually, he asked something like friends do and they did not oppose.
He did try to understand Mishti, not his fault that she hid her true self in front of him. He understood that Mishti liked one ring and brought it to her. He also tried to comfort her whenever possible.
The thing is, there is no reason to nitpick Veer and bring up ridiculous reasons like "Oh he said Mishti is not his world" so he's the Devil.
