One main reason as to why Kokila is in Urmila's place is because of Kinjal. She chose to runaway from the problem she was facing ten years back instead of actually facing them up front. (The problem was Urmi losing her memory and this was when Dhaval and especially Pappu needed her the most yet she refused) which made Kokila take such a drastic step. Of course this could be regarded as Kokila's excuse to leave Modi bhavan as she was devastated after her only son left her.

Why does kokila's everything depend on only Ahem? And not anyone else?

I'd say they both depend on each other, Kokila regards Ahem as her strength and I would say in my perspective that she regards Ahem as her pride and joy of her life. And as a son who is obedient and successful she believes that he would be the one to rely on in times of need.
