I hope I am right because when I first did it the ans came out as 230. But I did it again it comes out 190.

460-375 = 85 voted only for second issue.
460 - 275 = 185 voted only for first issue.
So, 85 + 185 = 270 students voted for only one issue either first or second.
460 - 270 = 190 voted for both issues.
