Oh wow... those numbers for RBO do sound low.
There is stiff competition from a show coming on at the same time on SP. It's teen love-story.
All the support from fans notwithstanding, they can only do so much. It is upto the CVs to make the story interesting so that more and more people watch it, and watch it regularly. That responsibility is entirely in the hands of CVs alone, not with fans.
There was an article in TOI ystrday abt how so many new serials, across channels, have not clicked with the audience. By that angle, RBO shld be considered a success, because even after one year, it has still been able to stay on air.
Here is the link to the article:

I agree with producer Sunjoy Wadhwa (Balika Vadhu). Only strong characterisation can help keep a show going. Shaan and Khanak have been well-established. The viewers know who Shaan is, what he can do, what he cannot do. Same way, they know who Khanak is, where she comes from, what are her values and beliefs.
But apart from Shaan and Khanak, the other characters (the K family) have not been well-explored in RBO. There was potential but that was missed.
When so many characters come and go, viewers get confused and start wondering exactly what RBO stands for...
The CVs have to find the 'hook', that one thing that will stun a viewer today and make him/her watch it tomorrow to know what happened. That's the only way a 'serial' can work.
I wish we had less news on what's going to happen in RBO, and more surprises. When the dahi-handi contest was on, for example, we knew Shaan would win. Where is the 'hook'? I really don't want to know what will happen tomorrow or next week. I want to be shocked/surprised/kept guessing... in a good way I mean, not in a 'I want to tear my hair out' kind of way.
Am not trying to discourage people. But pls do check the forums of the top 10 shows. Except for the no.1 show on IF, (which I have concluded is the 8th wonder of the world so no questions asked), the rest of the shows are also usually within top 10 in TAM ratings also. Very few articles appear, abt Saathiya or Pratigya, in IF or TOI or TC. But some 2000-3000 people read the updates. These are usually people living abroad who do not influence TRPs. But their interest is reflected in the interest of the Indian audience also... that's something to think abt. The interest is not just bcos of the forum. Most of those 1000 people dont comment. They read the update bcos the story is interesting.
Off late, the numbers of people reading updates in RBO has come down. If they cannot keep young, internet-savvy people interested in the show, how to get TRPs?
RBO has to get back to its strength, which is the story of Shaan and Khanak and how they overcome problems in life. I am not complaining abt the current track. I understand that they need to establish the new characters. But I hope that in another month or so, the CVs get back to the story, may be with the next 1 hr special episode.
