If you look closely at the name here, "Swaroopa shakti" is the personality in which Shri Bhagvan HIMSELF appears to HIMSELF.

That's why another name for Sita is "Alahadini shakti" of Ram, because only Ram, as Sita, could experience & tell Ram that He is infinite bliss.
