Tusu we are also His creations. But after he creates us he does not ever interfere in our decisions. We can do whatever we want in our lives. If we are on the wrong path he shows us the right one but he never imposes that on us. I think he wanted to demonstrate that too.

You are also right that he wanted to pass the time till Kans men came. And also leave a deep impression on Radha so that she thinks more of him even after he leaves.
