It is a little daunting at first but you'll get the hang of it with time. I believe you already know what "Res" is. Basically people put it in when they are short of time and come back to edit their comment and join in the discussion later. As for making buddies, underneath every user's comment there are several blue buttons one of them being the "Buddy" one (there is a green cross on it too). Click on it and you will be redirected to your friends page with the username of the person you wanted to buddy. Next to it is a "Add Buddy" button (if memory seves me correctly). After pressing it, your friend request will be sent.
