I think in India if one hasn't setup voicemail then it gives "Switched off" message to the caller, but in US by default call directly goes to voicemail if the phone is turned off or unreachable. Also, if the phone is turned off then there is no way to track it.

In my opinion Abhay must have recorded that message after Maithli leaving and before Pia comming back to see him.
