Goa is a beach destination which is cheap for foreigners. Foreigners love sun. A typical middle class russians or britishers for that matter can't always afford expensive beach locations. All they care is about sun and drinks. Goa and Thailand very much has those. Thats is why they come. As for India, those who are rich like to go to UK/ Australia, etc. How many foreigners do you see in casino in goa? not many. How many foreigners do you see at the beach? shit loads.
I dont know what is your idea of a vacation or traveling but different people have different taste when it comes to traveling...it has nothing to do with expensive places or cheap...there are people who chose destinations for the cultural, historic, emotional...etc reasons...
Short story to share, last year when I was on the plane back from India a European couple the wife was crying when the plane took off, she was saying I will miss this country don't want to go back, started chatting with them on the long flight...they were attached to the country's tradition and all. Goa was one the places they loved... They were middle age rich couple...
