He turned into this state due to a curse by apsara urvashi . When arjuna went to swarg for devastra to his father Indra . One gandharva after getting all the devastras insisted him to learn dance n he did that too urvashi was impressed n when arjun rejected urvashi saying that she was like her mother urvashi was absolutely delighted but faking anger she cursed that for next 1 year he will neighter be a men nor be a women which helped arjuna at the time of agatvaas
