Tattoo Man lookalike in D3

Remember Tattoo Man? The oft-faceless, skinhead stalker who couldn't speak? The actor playing him has (apparently) resurfaced in D3, as the dance show judge the Louisians fear. In one scene where he wears a blue-green jacket, I got a hint that this could be the same actor.
