Thank you Julie for reminding people that for Stefan, Damon was always his brother, it was Damon who was the bad guy and was keen on making Stefan's life miserable. It was for Damon's life he was ready to become ripper, so yes the relationship is one-sided not from Stefan but Damon's side!
