I think he did tolerate his siblings behaviour in Toronto. Perhaps, he didn't really know their "true" feelings/nature about what they think of their father etc.

He never demanded an explanation from them and thus, never really understood what they were thinking.

But since Rusty has come, he somewhat has to listen to her since he knows that she cares about the family as well as gain Rusty's trust and her love.
