Unfortunately it is not that easy to find that other person. If even you find him, you have to understand that it is not that easy to catch and punish him either. If you blame someone for something they are going to deny if, simple.
So in that case what do you do? Instead of trying to control the situation, you run behind the person responsible for this?
What happens after you catch that person? Fine, you punish him. But what happens if the incident is repeated again? You run behind that person again? Is that your suggestion?

I am not saying Government should just go around banning websites whenever they want. I am saying that what the cyber crime section of police department should be atleast doing is monitor websites for any suspicious activity, so that such issues don't occur again. They should be more cautious next time, in case the situation repeats itself, that is all.

I don't think censorship is necessary until and unless it is religiously or politically incorrect. Any content on the internet or a book should not be totally banned...a tab can be kept on them though. A very good example of this is what happened to residents of North East India...a few wrong rumors and messages and they started fleeing. Keeping this in mind, I started a cafe/group in this new social networking site called cafe4tune garnering support to let them know that they are safe here.

yup its neccesary but they cut neesary scenes too...so they shud also see what they r cutting😃
